Photo was taken on Friday @ 12:30 pm. Truck was idling for 30 minutes with no driver. Where is parking enforcement? How is this allowed?

Looks like most of the meters on Station Street are broken. Flashing red, and screens are blurry or blank. Maybe that's why contractors park their trucks all day, including in the HC spot?
