Sidewalk Repair at 34 Beech Rd

This property owner has their sprinklers going between 7:30-8:00am during the busiest time for families to walk to school. The sprinkler blocks the entire sidewalk and forces you to walk widely into the street making it very dangerous for children. I've sent an anonymous letter to the property owner to no avail. please assist??
