Sidewalk Repair at 9 Harvard Street

Outside of the bank at about the location of Isis, there is a black bench installed into the sidewalk. This is a highly travelled area. With people. Waiting for the bus and pedestrians flowing through this space, it can be difficult to negotiate around all of this with a baby stroller. I cannot imagine how a wheelchair could get through. There is no Way there could be 36 inches clearance. Did the town install this or the businesses there?
