There is a pile of mulch which takes up more and more of the sidewalk on the side of this building. It is now about a foot and half of mulch onto the sidewalk and a more than a foot deep. I've left messages to take care of it as it obstructs pedestrians right of way making the sidewalk narrower and narrower. Can the Town remove it? It is on Town property.
