Sidewalk Repair at 80 Pleasant St

There's a water filled barrier that's missing its lid (see photo). Does this belong to the Dept of Public Works? Without that lid, the barrier is a big breeding ground for mosquitoes that carry EEE or west nile. Can DPW reseal the barrier?
