There is a significant amount of trash on the hill before the transfer station, in the trees and it has blown into the woods as well. Looks like a bag or 2 came loose and blew around everywhere

Trash and recycling bins are full and are not being brought to the curb for service. Rats have gnawed through the covers and are nesting under balconies. This is the second complaint.
