The owner of the building refused to put salt to the driveway and the cars started to slide causing a safety concern also for people walking there is very icy, what can I do or where should I report

Once again a waste hauler for Pelham Hall is collecting garbage outside of allowed hours: pictured here at 6:24am in Wednesday December 17.
